- W2559387788 abstract "The state is a key actor of Science-Education-Business egocentric network in Russia. The state is not included in an integrative complex of as itself, however, and it has a significant role in network management system heterarchical. Key management models that focus on state as central subject of control egocentric network, linked to concepts of public and private partnership, but role of government, science, education and business community, they may be different. Public-private partnership (Public-Private Partnerships - PPP) is regarded as an institutional and institutionalized interaction between state and other subjects of social and economic life in order to implement R & D projects. The concept of public-private partnership is an attempt to mitigate direct public management model. The government is trying to strengthen science, education and business in those areas that are considered priorities. Unfortunately, level of development of public-private partnership in Russia is lagging behind other countries. Selecting one of models are usually made depending on priority sector. In management of complex integrative science-education-business' greatest emphasis is placed on concession model, which is a mechanism of business involvement in projects with a high risk. Public-private partnership in Russia is seen as one way to strengthen private initiative in new markets. It thus became domestic market of high technologies. Theoretically, full privatization of science and education would lead to a transfer of all risks to private sector. However, in a modern economy such privatization is not possible. In connection with this management model using a public-private partnership does not become an alternative to privatization, and mechanism of correcting structural and financial defects of functioning of complex integrative science-education-business. However, main problem is choice of necessary partnership instruments with investors' interest in science and technology as a source of long-term profitability of enterprise. Russian control system integrative scientific and innovative complex is essentially decentralized. This organizational model is initially focused on creation and use of tools of public-private partnership. But this is a model of transition. In mechanism of management of the science-education-business complex public-private partnership is not regarded as a permanent form of government. It is assumed that public-private partnership with dominance of state should give way to other forms of organization of functioning of integrative complex science-education-business." @default.
