- W2562775104 abstract "Regional Rural Banks (RRBs) form an important segment of the rural financial sector. They were conceived in 1975 as institutions that combine the local feel and familiarity of the cooperatives with the business capabilities of commercial banks, and promoted by public sector sponsor banks. This sector has an exclusive role in improving financial inclusion, and catering to the priority sectors like agriculture and allied activities, non-farm sector, personal loans, etc. Public policy, therefore, aims at keeping this sector viable and strong through various forms of active intervention. By March 1990, the number of RRBs spread across the country with 196 of these institutions with around 14,000 branches. RRBs have had a chequered history with many of them suffering losses, and eroding their capital base. As a result of the recommendations of various committees, several initiatives were taken to bring about both capital infusion and significant scale of consolidation. First the RRBs belonging to the same sponsor bank in a given state were encouraged to merge, and in the second phase, RRBs across sponsor banks within a state were encouraged to merge. By March 2015, 56 RRBs are in operation with a network of 20,059 branches covering 644 notified districts in 26 States and the Union Territory of Pondicherry. The most significant event for RRBs during 2015 was the amendment to RRB Act, thereby paving the way for RRBs to potentially attract investment from agencies and / or individuals other than the three promoters - the central government, the State government, and the sponsor bank. These amendments also provided a framework for better governance by opening the board positions to other share holders as well. RRBs can now access money markets, borrow and lend funds within RRBs, be agents of insurance products (without risk participation), issue debit and credit cards, and also manage currency chests. The RRBs are allowed to deal with foreign currency deposits, and could get licenses as authorized dealers for foreign exchange. The performance of RRBs on financial inclusion parameters shows an interesting trend. The paper deals with the performance of RRBs in this direction. Opening of Business Correspondents (BC) outlets has resulted in better performance. It remains to be examined whether consolidation and better financial performance will also result in better financial inclusion in rural areas and among weaker sections." @default.
