The combination of hazards, vulnerability and inability to reduce the potential negative consequences of risk results in disaster.A disaster is an overwhelming ecological disruption occurring on a scale sufficient to require outside assistance. A disaster is an event located in time and space which produces conditions whereby the continuity of structure and process of social units becomes problematic. It is an event or series of events which seriously disrupts normal activities.A disaster is a result from the combination of hazard, vulnerability and insufficient capacity or measures to reduce the potential chances of risk. A disaster happens when a hazard impacts on the vulnerable population and causes damage, casualties and disruption. Disaster is a sudden adverse or unfortunate extreme event which causes great damage to human beings as well as plants and animals. Disasters occur rapidly, instantaneously and indiscriminately. These events which occur aggravate natural environmental processes to cause disasters to human society such as sudden tectonic movements leading to earthquake and volcanic eruptions, continued dry conditions leading to prolonged droughts, floods, atmospheric disturbances, collision of celestial bodies, etc. (Joshi, 2008).The Global Assessment Report on Disaster Risk Reduction 2013 has stated that in a world of on-going population growth, rapid urbanization, climate change and an approach to investment that discounts disaster risk, the potential for future losses is enormous. The global community continues to mix a destructive 'cocktail of disaster risk' despite catastrophic losses in recent years from the Japan earthquake and tsunami, floods in Pakistan and Thailand and the destructive Super Storm Sandy. Disaster risk management reduces uncertainty, builds confidence, cuts costs and creates value. India is thus at high risk. In the below Figure 1.1, we could see that Delhi falls into high damage risk zone.FireFire is a very good servant, but, a very bad master. As long as fire is under control, it serves a lot of useful purposes but, once it goes out of our control, it can create a lot of destruction. However, despite the presence of fire safety measures, the occurrence of accidents is often times inevitable. Because of the useful purposes that it serves, people keep sources of fire in/around their houses/workplace. And, these sources could sometimes result in undesired fire.
