This paper examines another aspect of state-capital relations: financial control. Until the early 1970s fishermen were financed through a paternalistic system operated by the processing companies. Since that time, the processors have largely given way to the banks as major creditors to whom individual fishermen are indebted, and the level of indebtedness has increased dramatically. The banks entered these relationships with the backing of federal government loan plans. In fact, the government was simultaneously restricting fishing rights and supporting the growth in capacity by financing the purchase and construction of larger vessels. This paper examines these dual policies and their impact on the B.C. fisheries." @default.
