Bankers are usually pretty sensitive to any suggestion that they may be doing something wrong, and they're especially sensitive when such a suggestion comes from a regulator. In this case, several regulators have begun to caution bankers about loan quality. Newark, Ohio Gene Ludwig, the recently retired Comptroller of the Currency, was perhaps the first to draw public attention to the issue. In fact, his warnings about declining underwriting standards go back several years. And he said before leaving office this year, that studies have consistently cited poor management as the cause of bank failures, deeper analysis at the 0CC shows that poor credit risk management is the culprit in most cases. Credit risk and credit risk management issues account for approximately 70% of the banks with which we have concerns, he said. Meanwhile, over at the Federal Reserve, a survey of senior loan officers found that during the early months of 1998, there was some slight easing of credit terms for loans to businesses, a trend that has been reflected in the surveys for the past several quarters. The bankers in the survey attributed the easing to heightened competition from other banks and nonbank lenders. Fewer bankers reported changes in consumer loan standards in this Fed survey, however, suggesting that, as the Fed said, banks have completed desired adjustments to take account of the deterioration in consumer loan quality that became evident a couple of years ago. Most banks in the survey reported no changes in credit card terms, and about 10% cut the size of credit lines on new or existing accounts. A related piece of good news from the Fed study is that more and more banks are taking steps to protect themselves against potential borrower defaults as a result of Year 2000 (Y2K) computer glitches. These banks are including Y2K-related covenants in their loan agreements with customers whose computers are not compliant. In recent months the FDIC has also spoken out on the subject of loan quality. FDIC vice-chairman Skip Hove said in May that while weakened underwriting standards still are most evident in commercial real estate and construction lending... early signs of adverse trends across the board call for our continued close monitoring of underwriting practices for all major types of loans. …" @default.
