W2601406412 abstract "The demand for global air transport is escalating at afurious pace as the world’s market economies continuetheir drive towards maintaining an adequate throughput ofgoods and services. In order to serve these needs and toenable the continued growth of aviation operations, theInternational Civil Aviation Organization (ICAO) hasembarked on a worldwide transition to a seamless, airtraffic control (ATC) infrastructure based on advancedCNS (communications, navigation, and surveillance)applications. These applications, based on the capabilitiesof the evolving Global Navigation Satellite System(GNSS), are the foundation of the Future Air NavigationSystem (FANS). Without the safety and efficiencyimprovements of FANS, it is feared that projected air traffic growth will reach untenable levels, leading towidespread gridlock scenarios as early as 2005.Unfortunately for ICAO member States, hundreds ofinternational airlines, millions of passengers, and billionsof affected citizens, the spectrum “real estate” on whichthe new CNS/ATM systems are based is under attack byMobile Satellite Service (MSS) interests which couldpreclude continued evolution of GNSS applications.Specifically, the ICAO secured frequency range from1559-1610 MHz, which most of the world’s air carriersare equipping for and relying upon as a critical, safety-of-lifenavigation band, could be harmed by the currentregulatory process of the InternationalTelecommunications Union (ITU). Just as airlinepassengers depend on air carriers for safe transport, the airtransport industry must be able to rely on such bodies asthe ITU to promote the safest possible operatingenvironment on a global scale.Spectrum protection is not a traditional airline concern,however, this paper will discuss how some quests for newtechnologies and profits have placed aviation interests andrequirements in jeopardy. Present lobbying efforts withinITU World Radiocommunications Conference (WRC)forums are forcing airlines and trade organizations such asthe Air Transport Association (ATA) and InternationalAir Transport Association (IATA) to take action, incoordination with their members, as the economic muscleof companies competing for spectrum overcomescustomary protective mechanisms. This paper willexamine some potential adverse impacts of recent ITUWRC decisions on the airline industry, and discuss keyindustry activities that are taking place to ensure that theglobal aviation community and its many constituents areprotected from harmful intrusion into the evolving FANSenvironment." @default.
