• W2602480320 abstract "Two informal settlements, Klong Bung Pai and Klong Bua Kwan, are located on the high risk locations. They are vulnerable to flood because of insecurity of tenure, uncertain income and fragile housing. These limit their capacity to cope with flood. However, the communities attempt to deal with this natural disaster by themselves in many ways. From a survey during June–July 2012, two strategies of flood management were implemented, which are 1) living with flood, and 2) flood prevention. Four conditions were set as the analytical frame work fragile environment, low-income levels, social relationship within community, and lack of disaster preparedness. Firstly, to avoid moving out of communities during flooding, many residents collectively maintained community’s allotments. They also experimentally created both floating and hanging allotments. Moreover,  they kept fish and frogs which normally serve as their daily income to be fresh cooking materials during the flood. Both settlements plan to improve the community centre and make it easy to be the evacuation  centre when necessary. It would also install drinking water tank, toilet and kitchen in high ground to avoid flooding, in which elder residents, patients and children could temporarily stay during disaster. Secondly,  each household created different flood prevention measures; for example, some residents built their house walls with flood prevention materials and some planned to lift up their ground above the level of flooding. The communities levelled their main community pathway and some houses built plank bridges connecting to their home. The people in Klong Bua Kwan helped each other to clean up the canal. Both settlements joined other low income settlements in the network called Slum Sae Paak to fight for security of tenure. They commonly agree that the land ownership is a vital foundation of housing development which can reduce the vulnerabilities to natural disaster sustainably. In addition, they hope to attend the government housing development program which would help them achieve housing improvement. This can sustainably decrease their vulnerabilities to health, economy and ways of living. การจดการนำทวมดวยภมปญญาทองถนในชมชนรายไดนอย ชมชนคลองบงไผและคลองบวขวญตงอยบนพนทเสยงตอนำทวม และมปจจยความเปราะบางอนๆ เชน ความไมมนคง ในการอยอาศย รายไดทไมแนนอน และกายภาพบานทไมแขงแรง เปนผลใหความสามารถในการจดการนำ ทวมของชมชนอยในระดบจำกด อยางไรกตาม ชมชนกมความพยายามทจะรบมอกบนำทวมดวยวธการตางๆ จากการสำรวจในชวงเดอนมถนายน-กรกฎาคม 2555 ดวยการทำผง การถายภาพ และการสมภาษณ พบวาชมชนทงสองแหงมระบบการจดการนำทวมสองแนวทาง คอ 1) การเตรยมรบมอเพออยรวมกบนำ และ 2) การปองกนนำ ภายใตกรอบการวเคราะห 4 คณลกษณะ คอ สภาพแวดลอมทเปราะบาง ระดบรายไดทตำ ความไมเปนอนหนงอนเดยวในทางสงคมของชมชน และการขาดความเตรยมพรอมรบมอตอภยธรรมชาต ในแนวทางการเตรยมเพออยรวมกบนำทวมไดโดยไมตองยายหน ชาวบานสวนหนงไดตกลงทำแปลงผกชมชนทงลอยนำและลอยฟาทงยงเลยงปลาเลยงกบ กลาวคอในยามปกตจะเปนแหลงรายได แตในชวงนำทวมแหลงอาหารสดเหลานเปนวตถดบในการทำอาหาร ทงสองชมชนมแผนปรบปรงศนยชมชนเปนบานพกพงชวคราวสำหรบคนแกและเดก โดยตดตงถงนำดมขนาดใหญ หองนำและครวกลางของชมชนในระดบทสงนำทวมไมถง สำหรบแนวทางปองกนนำทวมแตละครวเรอนจะมวธการทแตกตางกน เชน การใชผนงบานเปนกำแพงกนนำ การยกพนบาน สวนในชมชนมการปรบระดบทางเดนหลกและสรางสะพานเชอมเขาสแตละบาน การขดลอกคลองและทางระบายนำ เปนตน ชมชนทงสองแหงไดเขาเปนสมาชกเครอขายสลมสภาคอนเปนเครอขายของชมชนรายไดนอยทตงรกรากบนทดนของผอน เพอรวมกนตอสเพอใหไดสทธการไดเชาทดนไดถกตองตามกฎหมาย ชมชนทงสองแหงเหนตรงกนวา การเปนเจาของกรรมสทธในทดนจะเปนฐานรากทสำคญในการพฒนาทอยอาศยจะชวยลดความเปราะบางตอภยพบตอยางยงยนได นอกจากนนแลว ชมชนทงสองแหงคาดหวงทจะไดเขารวมโครงการการพฒนาทอยอาศยทมนคง ซงจะนำมาสการปรบปรงกายภาพของบานทถาวร อนจะเปนการชวยลดความเปราะบางทงดานสขภาพ เศรษฐกจ และความเปนอยเพอใหเกดการพฒนาชมชนทยงยนมากขน" @default.
