Die ontleding word gedoen aan die hand van 'n ondersoek na die grondslag vir die harmonisering van sosiale sekerheidsisteme binne die SAOG; die verhouding tussen die harmonisering van sosiale sekerheid en die koordinering van sosiale sekerheidsisteme; en die proses van harmonisering van sosiale sekerheidsisteme binne die SAOG. Die SAOG is 'n streeksorganisasie met 'n interregeringskarakter wat uit vyftien lande bestaan. Elk van die vyftien SAOG-lidstate het 'n sosiale sekerheidsisteem. Nietemin is die sosiale sekerheidsisteme tans steeds op verskillende vlakke van ontwikkeling. Daarbenewens word sosiale sekerheidsisteme nie tans geharmoniseer binne die streek nie. Dit is die geval ten spyte van die feit dat daar 'n verskeidenheid van SAOG-instrumente bestaan wat voorsiening maak vir die harmonisering van sodanige sosiale sekerheidsisteme. Hierdie instrumente sit egter nie die graad van harmonisering wat vereis word in die streek of die proses wat daarvoor gevolg moet word direk uiteen nie. Daar word egter in die artikel aan die hand gedoen dat die harmoniseringsinstrumente van die SAOG (naamlik die Kode van Sosiale Sekerheid in die SAOG en die SAOG Sosiale Handves) op die grondslag van sogenaamde minimum harmonisering funksioneer. Hierdie afleiding spruit voort uit die feit dat die instrumente minimum standaarde voorskryf wat lidstate toelaat, en in sommige gevalle aanmoedig, om die standaarde te oortref." @default.
