Oxford: Chandos Publishing, 2007. 200 pp. £39.95 (pb), £57 (hb).A Handbook of Ethical Practice is written by three British professors (who teach in Scotland) and has a British orientation, although it is globally eclectic in scope. Indeed, its intellectual roots are frequently found in articles published in the journal in which this review appears. (In a list of suggested readings, JIE is noted 39 times.) It is the first monographic treatment of the subject, since my Ethics and Librarianship appeared in 2002.The authors present some theoretical generalizations but the goal here is to offer practical observations, advice, and instances (scenarios) to guide the professional at a time when ethical problems and dilemmas unimaginable a quarter of a century ago may become more critically influential than any other aspect of information dissemination and provision. General discussions of ethical influences, countervailing responsibilities, decision-making, and information use precede more specific comments on some pressing issues including access, privacy, censorship, and management. The third chapter presents a concise overview of apposite international codes, something, the authors acknowledge, that Wallace C. Koehler and J. Michael Pemberton have done in much greater detail. American, British, Czech, Indonesian, and Australian codes, among others, are discussed. The authors' remarks are primarily synoptic rather than critical, and they conclude that these diverse codes have a great deal in common, that is, the values that operate in librarianship are, for the most part, consistent across national and cultural boundaries. This is followed by a chapter on the many facts of information supply and some fascinating issues are raised in relation to selection, purchasing, cataloging, classification, and delivery. For example, some advocates want books on intelligent design classified as a science, although the topic is really religious in nature. This may create ethical problems for librarians, who are pressured to act in ways counter to their professional mandates. Another interesting issue concerns the validity and reliability of information. Generally, labeling (or formal warning) is considered unethical but these authors appear to disagree; on the other hand, failure to indicate to a naive or uninformed patron that a work or website is generally considered flawed, misleading, or erroneous would also be a breach of ethics. The chapter concludes with four case studies, various solutions from which to choose, and discussions of the possibilities. These thought-provoking, real-life scenarios sensitize practitioners (especially those new to the profession) to problematic and challenging situations they may encounter. The case studies would be useful in a local workshop or brown-bag lunch/discussion session. Other chapters cover intellectual property, access and privacy, and management issues; they all conclude with scenarios.Much though not all that these three authors present is non-judgmental; they go out of their way, for example, to indicate that there may not be any correct solutions to the case studies, just those that are perhaps better than others. This appears to be a liberally balanced way to approach these sometimes difficult situations, but I am not so sure that this is truly beneficial.
