- W26150307 abstract "On the seventh of October 1943, the then Prime Minister of Lebanon with the full approval of the President enunciated from the floor of the Lebanese Chamber of Deputies a statement which came to be known as the National Covenant, also referred to as the National Convention or the National Pact (al-Mithaq al-Watani). The statement set out the principles special to the Lebanese situation which would govern its internal and external relations. Exactly one year later, in the Alexandria Protocol signed by the heads of governments of Arab states, one clause recognized and accepted this special status of Lebanon making specific reference to the statement of 7 October 1943. It would be difficult, if not impossible, to maintain that this covenant rests, as far as enforceability is concerned, ou any legal let alone any constitutional basis. Inspite of this and the lapse of thirty-one momentous years it would be impossible to predict the consequences that would arise were this covenant to be ignored or challenged today or the effects on the Lebanese state itself. The reason for this are to be found in the polysectarian nature of Lebanon with the largest sect being a minority of the total population. For many centuries these sects have been affected by and have affected outside forces. Some moved to this area because of its geographical features and these features in turn have contributed to the nature of the sect situation. Nor has this sect situation been unchanged during these centuries. All of this has however strongly contributed to the formation of the Lebanese ethos and given the National Covenant its significance. Although the core of Lebanon is the range of the Lebanon mountains, the present state with its extended boundaries came into existence on 1 September 1920, as a French mandate after World War I out of the Ottoman empire with slices of territory from what is now Syria. On the west it is bounded by the Mediterranean Sea; on the north by Syria at the Nahr alKabir river; on the south by Palestine on a line drawn across the highlands of Galilee; and on the east by a line drawn across generally speaking the crest of the Anti-Lebanon range of mountains separating it from Syria." @default.
