Kenya has already adopted the devolved system of government in different spheres of education, ECDE among them. The County Early Childhood Education Bill 2014 tasked the County Governments to establish and maintain ECDE centres. However, given the uniqueness and diversity of County Governments, the values of equality and equity in implementation of ECDE should not be overlooked; yet the Sustainable Development Goals (SDG’s) 2015 have put a lot of emphasis on the values. This paper focused on the implementation of ECDE by County Governments in relation to the County ECDE Bill, 2014. This was a desktop research and information was gathered through document analysis. The key findings revealed that while the County Governments are busy establishing ECDE centres they are not clear on who is to employ teachers; lack of funds; confusion on sponsorship; high teacher-child ratio; lack of proper management; insufficient teaching and learning materials; conventional strategies of teaching; lack of feeding programs and demotivation of staff; some centres are sponsored by the Government, while other by NGOs and the community. The teachers are also employed on contracts and the emoluments and schemes of service are not the same, the policy provides for establishment of ECDE levels 1, 2 and 3 and yet in many areas it is only level 3 that operate. Thus, all the above challenges bring inequality and inequity in the implementation of ECDE program. This paper concludes that when equality and equity are attained in the implementation of ECDE, Kenya as a country would have achieved the SDG’s 4 and 10. This paper recommends that the County Government reviews the Early Childhood Education Bill 2014 to factor in the values of quality and equity.Key Words: ECDE, Inequality, Inequity Implementation, Devolution, Policy" @default.
