- W2617783678 abstract "There has been an historic increase of official attention to population matters during the past 2 decades: in awareness and concern in policy and program in training of personnel and institutional development in information and data in research and knowledge across several academic disciplines and professional fields and in funding. Most of the populations of developing countries live in nations that have adopted policies and programs designed to lower fertility rates. But relatively little attention has been focussed on defining what is a good or strong family planning program and in seeking to measure which family planning inputs here considered part of program effort make a substantial difference in terms of family planning acceptors continuing users and decreases in fertility. This paper seeks to define the characteristics of a strong family planning program reviews the evidence relating to the relationship between program inputs socioeconomic development and fertility change and provides a list of program inputs that might be used from which to select on an empirical basis the key inputs. Important components of a family planning program are thought to include: 1) the type of population policy; 2) the nature and extent of the information and communication efforts; 3) a good service delivery system; including governmental commercial community-based distribution systems and private family planning facilities and programs; and 4) the type; quality and extent of organizational support.
