In the public and private sectors, the bases for organizing personnel are different. On the one hand, there are statutes, recruitment through entrance exams, and the automatic nature of salaries; while on the other hand, there are labor laws, individual conditions expressed through contracts, and the freedom to set pay scales. However, once past these questions of terminology, there are common points and numerous similarities in both sectors when the structures are compared on an equal scale. It is less the legislative positions and regulations and more the cultural specificities—including impartiality, the relationship to time, and an aversion to confrontation—that make human resource management in the public sector so particular.
