- W2625971036 abstract "Chapter 5 elucidates the findings of the analysis of the House of Commons debates during the formulation of three critical security legislation, namely the Anti-terrorism, Crime and Security Act 2001, Terrorism Act 2006, and finally Terrorism Prevention and Investigation Measures Act 2011. The analysis involves framing of the security narrative and the rights narrative, illustrating how these policy frames bargain, negotiate, and at times borrow from each other. The relationship between salient concepts, themes, and arguments are illustrated along with tables that show their frequencies in the wider debates. The security frame is imbued with notions of the enemy against western civilization, perpetual sense of exceptionalism, and extremism as the ideological manifestation of terrorism that imperils the democratic values of the nation, thereby necessitating stepping outside of the legal framework as to maintain public order. On the other hand, the rights frame is underscored by upholding rights and liberties as national values, cautioning against an environment of inflated (in)security and the extension of exceptional powers, since these can not only suffocate rights and liberties, but also induce discrimination against multicultural values. However, this dichotomous positioning is only one part of the picture. Contrary to a mutually exclusive depiction of these policy frames, there are significant overlaps between the two as they borrow from the semiotic vocabulary of the other." @default.
