Federal-provincial relations are one of the more arcane mysteries of Canadian politics. Regrettably the funding of Canadian universities is a part of these mysteries. University education has always had a somewhat ambiguous role in the Canadian federation. On the one hand, from confederation in 1867 until the Second World War, the federal government gave various ad hoc grants for post-secondary education while, on the other hand, constitutional expertise favored the view that education, including postsecondary education, was the exclusive responsibility of the provinces. It does not appear that the fathers of confederation really foresaw university education as other than a private responsibility with an occasional helping hand from government for specific projects, and they included no specific reference to the universities in the clauses of the British North America" @default.
