This challenging study examines numerous ideas relating to The Middle East Water Question in exhaustive detail, particularly with regard to its author's interpretation of role played by virtual and insider/outsider views of question and its possible answers. The study is presented in four parts comprising eight chapters. Part One, on resources, allocation, management and perception, lays ground work for what follows. It refers particularly to virtual water, and different sanctioned discourse(s) (pp. 182-84) carried on by Insiders, i.e. Middle Eastern users, and Outsiders, experts from Northern technologically advanced economies. The author asserts his desire to enlighten concern of ecopessimists and those afflicted with hydroparanoia - by refocusing analysis at a higher and more appropriate level (p. 19). He posits that deficit in region relates to agricultural use, and that virtual (i.e. that embedded in, and used to raise foods imported from moister climes) can and will free up indigenous supplies for domestic and industrial purposes. The dual, and sometimes ambiguous role of virtual water, as a panacea for current crises, or as a future substitute for locally raised, water-profligate crops is a continuing theme throughout work (pp. 33, 106, 186-93, 334). The author emphasizes the coming fifty year transformation of value of water (p. 19). However, of necessity, one must feel that poor and displaced people of region cannot wait that long, nor that imported wheat will slake Gaza's thirst. Part Two investigates why economic and environmental imperatives are ignored where is concerned. The outsider view that is an economic resource is investigated and contrasted with insider's feelings that use for agriculture is historically given, and that water, as God's gift, should be available without cost. In response, outsider experts call upon economic and environmental principles, while insider leaders base their actions on political realities.
