It is getting to the point in time when persons situated in positions like mine engage in a certain process of summing up the accomplishments of the administration to cover up our deficiencies and our failures. We then make certain musings on where we may be going and consider appropriate promises for the future from that process. I would like to talk about our current energy situation from a broader perspective than perhaps we focussed on this morning. However, it is very difficult to determine where you are going without some review of where you have been. First, I want to summarize the facts in a nonpartisan statement. The facts are neutral and I think that they show that we have made a great deal of progress in the general energy area in the last two to three years. We have problems remaining, though, that are as large as those that we thought we were confronting two or three years ago because, frankly, our realization of their full scope and dimension has increased almost in parallel fashion with our tackling the problems that we perceived some time back. Second, I think it also is fair to say at this point this country has an energy policy. I do not think that that statement could be made four or five years ago; it has nothing to do with partisan politics because almost everything worthwhile that we have done in the energy area in the last two or three years has been on a bipartisan basis. There has been a very substantial common point of view in the Congress developed among both the Democratic and the Republican energy leadership as to both goals and, I think, as to means. Important differences remain, and occasionally the whole thing breaks down as I witnessed at a meeting of the Energy Mobilization Board the other day in the House of Representatives.
