- W268088991 abstract "Within the past five years there has been a vast upsurge of interest in day care centers for preschool children. In most countries such as the Soviet Union and Israel, where national child development centers have been a reality for some time, the several objectives for their existence are explicit and complementary. The primary objective, as here, is to free both parents to work. A second objective is to provide the child with a healthful and stimulating environment which will contribute to his mental, physical and moral development. A third objective is ideological: to bring to bear upon the young a set of adult values appropriate to the society's way of life, and to do so in an environment where, under adult leadership, the peer group can be used as the major socializing force. Parents who entrust their children to a preschool center in the Soviet Union or to a Kibbutz in Israel do so with the certain knowledge that their children will be inculcated over time with a known and shared set of values. Will a day care center in this country also be a child development center? The obstacles are at least threefold: one is financial, the second is ideological and the third is whether the developmental needs of very young children can be met by any institutional group care arrangement in this country. Let us discuss the financial first.
