- W268488093 abstract "Abstract Primarily because of the decline in government revenues resulting from the glut in the world oil market, universities in Nigeria have been experiencing a progressive decline in resource inputs like funds, materials and academic staff since the mid-seventies. However, there has been a progressive rise in the demand for the services of the universities, as indicated by the rise in student enrollment. Moreover government, in an attempt to stem one of the major constraints to the effective and efficient implementation of Nigeria's National Development Plans since independence - “lack of high level manpower” - increased the number of universities from five to thirteen in the last decade. Furthermore, during the present decade, the number of universities in Nigeria is expected to rise above twenty. In the face of declining resources and increasing demand for their services, universities in Nigeria require formal decision models to help in the efficient allocation of their scare resources. This paper discusses the use of a goal programming (GP) model in planning academic resource allocation in the University of Ibadan, Nigeria over a five year horizon. The GP model used modifies that of Schroeder (1974) by defining explicitly a student enrollment goal and introducing an academic staff level goal which is designed to cater for the advancement of academic staff at a rate that will not be less than the historical promotion rate in each academic unit. Furthermore, the academic rank distribution goal is redefined to incorporate the controversial rank distribution ratios of 30% - 40% - 30% between Lecturer, Senior Lecturer and Professional cadres of the academic hierarchy. This proposal, introduced in 1981, resulted in a labour crisis in the university. The study seeks principally to determine the distribution of academic staff by rank, in each faculty/college, over a five-year horizon and recommending planning implications of such distribution. In addition, it seeks to find the effect of the use of the controversial rank distribution ratios on promotion of academic staff as well as the effects of dropping the rank distribution goals on the model solution. The resulting model has 245 rows and 970 variables (including deviational variables). The model parameters were estimated using ten year historical data. Most of the model parameters were Markovian in nature while others were estimated using simple statistical estimation procedures like averages and percentages. The model was solved using the Revised Simplex Goal Programming Algorithm of Kang (1980) on an IBM VM 370 computer in the University of Nebraska-Lincoln. The model solution indicates that all goals are achieved except the academic staff level goal and that there is no variation in solution results as long as student enrollment goal is at the first priority level. In addition, the model solution corroborates the findings of Kang (1980) that the CPU time of the Revised Simplex Goal Programming Algorithm tends to increase with increasing number of negative deviational variables in the objective function." @default.
