The two million inmates, with one million of them being high school dropouts, show loud and clear that they are failing to learn the democratic way of life. About 80 percent of those inmates show their utter dismay with life by being addicted to alcohol or drugs, and with 65 percent of them returning to prison repeatedly after completing their sentence. Our prison population has doubled in the last ten years, and it is growing and more prisons are being built at a tremendous cost in money and the loss of man power to our nation. The Nation at Risk (Bell, 1983) report of our failing schools in 1983 and the increasing prison population show loud and clear that our high schools have failed, and they must change. The single purpose for schools is to prepare individuals for their new and adult role in life, and there is simply no excuse for the most popular government in the world to have such a large and fast growing prison population (Cassel, 1991). Hall-Marks for Success in a Recent studies with Juvenile Delinquent boys and girls and male prison inmates show clearly that individually and as a group they do not possess those Hall-marks for Success in a Democracy (Cassel, 2001; Cassel, R.N., Chow, P., DeMoulin, D.F., and Reiger, R.C. (2001a; 2001b; and 2001c). In San Diego last year 4 out of 5 arrests involved alcohol and drugs. People who possess the Hall-marks for Success in a Democracy are far less likely to turn to alcohol and drugs for their pleasure--Self-esteem, Coping Skills, Positive Assertiveness, Locus of Control (Decision Making Skills), Conformity, Sympathy, Self-efficacy (Expectations), and Caring. These are the very qualities that the delinquents and prison inmates lack, and they are best acquired through the high school extra-curricular activities. The high school experience typically begins at age 14, early in the adolescent years when each person's way of life is being formulated, and almost without exception the juvenile delinquent boys and girls and prison inmates have failed to acquire those Hall-marks for Success in a Democracy. For these individuals, our high schools have failed, and they must change if our prison population is to be reduced even a mite. Diplomate in School Psychology The Hall-marks for Success in a Democracy (Self-esteem, Coping Skills, Positive Assertiveness, Locus of Control (Decision making Skills), Conformity, Sympathy (Empathy), Self-efficacy (Expectations), and Caring) are personality dynamics that serve as the basis for personal health and are best understood by the Diplomate in School Psychology. H/she is the single professional who has the training to understand how they can best be acquired by our high school youth. Today there are few Health Care Centers that do not have and boast loud and clear the services of a Health Care provider. Yet today in the 21st millennium there is probably not a single high school principal anywhere that has a Boarded School Psychologist in h/her office, or even in the school. Isn't it time that our schools have a Boarded School Psychologist available for our youth; one that understands the importance of the Hall-marks for Success in a Democracy, just like other health care centers in our communities (Flanagan, 2001), Reily, 2001, Reily and Cassel, 2001)? High Schools Must Become A of The daily student activities of the newly entering high school student must serve to epitomize life as it is envisioned for individuals in a democracy. This means actual role playing in the early adolescent years as bona fide participants in a carefully simulated Microcosm of Democracy.
