Maryland, with its 24 school districts and relatively narrow range of per-pupil expenditure, appeared to be within easy reach of equalizing educational expenditures. Consequently, the study recommended that Maryland phase into full state funding over a period of three years. Had the plan to equalize expenditures been adopted, Maryland would now be spending $2.7 billion on its schools. The courts did not require Maryland to eliminate inequality; the plan was not adopted. The plan was said to be too expensive! Yet Maryland is now spend ing $3.1 billion and the inequalities are greater than in 1970-71. Why, given the economic feasibility of achieving equali zation, did Maryland (and most other states) fail to move toward equality? The clear and unavoidable conclusion is that those who hold political control want inequality to persist. If you are a child living in a rich county in Maryland, the state will spend 95% more money to educate you than it will to educate a child in a poor county. Maryland is not unique. Most states similarly finance rich schools and poor schools. Our story concerns the broken promise of equal educational opportu nity.
