Yet, since 1991, he led the City of Decatur Sanitation Department through a series of dramatic changes in service delivery while increasing employee involvement and morale in a department once plagued by turnover rates exceeding 25% annually. Under his direction, the department initiated a citizen-based advisory task force, implemented a curbside recycling program that was later expanded and privatized, and developed a complex pay as you throw refuse (garbage and trash) collection fee syastem, designed to reduce landfill deposits and make service fees more equitable. These remarkable changes were accomplished in large part because of Reverend Hammonds' approach to public service and his innate understanding of human motivation theory. Did he develop these skills through a study of public administration or during a career spent in the public service? The answer to these questions is no. The truth is that he is also the Reverend Hammonds who was educated and served for twenty years as an ordained minister in the United Methodist Church. His management philosophy and motivational skills he brings to the job are based in large part on his ministerial training and on a strong Christian value system that pervades every aspect of his life. How Charles Hammonds came to be the Director of the Decatur Sanitation Department is that Reverend Hammond, a native of Georgia, completed his seminary training for the ministry at the University of Chicago and the Garrett-Evangelical Theological Seminary and spent twenty years as a minister in the Chicago area. He moved back to Georgia to be near his aging mother and settled in metropolitan Atlanta to allow his wife to continue her career in public housing with the state government. Unable to find a church in need of his services, Reverend Hammonds resigned from the ministry and began looking for an interesting career. He was hired by the City of Decatur as a codes enforcement officer, making use of his experience in construction gained during his youth. His strong mathematical and computer skills developed during his undergraduate studies at Morehouse College and his ministerial experience were powerful attributes that Curtis Branscome, Decatur City Manager at the time, found impossible to overlook and hired him for the codes enforcement position as a way of securing his unique skills for future job openings. When the Director of Sanitation position became available unexpectedly, Charles agreed to fill the position on a temporary basis to help[ out. That was in 1991 and he remains in the position today. The following interview explores the connection between the Christian value system Charles Hammonds brings to the workplace and its impact on improvements within the city department he serves. Question: Charles, you have a very strong set of values that you bring to your relationships with people--both your employees and the public you serve. Would you describe this value system and how you apply it to your role as Director of the Sanitation Department? Answer. First of all, my self-identification is that I am a Christian. I take that fact very seriously having been brought up in both a Methodist and Baptist Church background. However, I had a strong attraction to the sciences as a young man and during my undergraduate studies at Morehouse College. Because of this interest, I went through a period of agnosticism and atheism. My scientific mind required proof that religion could not provide. Ultimately I went through a study of various major religions in getting back to faith. Therefore, mine is not just an inherited faith. It is based on a difficult and personal journey of rediscovering faith. This faith is mine. I own it. My Christian faith includes a commitment to stewardship.
