- W2722618625 abstract "Abstract Contrary to the scale merit of large scale plants small scale electric power plants such as gas turbine plants and fuel cells have advantages first in accessibility to demands and second in flexibility in plant construction. The purpose of this paper is to develop the methodology for the evaluation of the latter advantages and to apply it to Japanese electric power systems. Two types of the advantages are considered here, namely 1) shorter construction period when compared to large scale power plants and 2) greater adjustability of plant size. Since electric power demand in future is uncertain and may stagnate due to various reasons as changes in economic climate and those in oil supply situation, shorter construction period may contribute effectively to reduction of the loss due to future uncertainty. The first part of the paper investigates the methodology for quantifying this merit from the energy economic view point. It is found that the merit of shorter construction period is generally larger in smaller scale power systems and under larger demand fluctuations. The second part of the paper deals with the merit of plant size adjustability. When a power system consists of only large scale plants the total system scale may be adjusted only in a discrete manner so that exact optimization of the system scale may not be attained. In other words a system consisting of only large scale power plants suffers from the loss in system optimization due to the discreteness of plant unit size. The methodology developed in the first part is extensively used for quantitative evaluation of this merit.
