• W2734482174 abstract "تعتبرالإستثمارات أحد الأدوات الرئيسية لخطة التنمية الإقتصادية والإجتماعية لتحقيق أهدافها وذلك عن طريق زيادة الإنتاج أى أن الإستثمار إضافة إلى الإنتاج والعمالة والدخل ويهدف البحث إلى التعرف على أهم العوامل المحددة للإستثمار الزراعى بجمهورية مصرالعربية وتمثلة مشكلة البحث في إنخفاض حجم الاستثمارات الموجهة لقطاع الزراعة وتضائل نسبتها من إجمالى الإستثمارات القومية مما يؤدى إلى عجز هذا القطاع الهام عن القيام بدوره فى تحقيق التنمية الزراعية المطلوبة ، حيث بلغت قيمة الإستثمارات الزراعية نسبة لا تتعدى حوالي 4.4 % من حجم الإستثمارات القومية عام 2014 ، مما أثر سلبا على مساهمة ذلك القطاع فى الناتج المحلى والتى بلغت نحو 11.1% لنفس العام . - يتبين من الدراسة انخفاض الأهمية النسبية للاستثمار في المجال الزراعي من نحو 13.3% عام 1996إلى نحو 4.3% من إجمالي الاستثمارات القومية عام 2014 خلال الفترة (1996-2014). - كما تبين أن أهم المتغيرات الإقتصادية المؤثرة فى حجم الإستثمارات الزراعية خلال الفترة المذكورة هى قيمة الواردات الزراعية ،معدل التضخم ،قيمة الدخل الزراعى،وقد اتفقت اشارتهم مع المنطق الإقتصادى حيث أنه بزيادة كل من قيمة الواردات الزراعية مليار جنيه ومعدل التضخم 1% تؤدى إلى خفض حجم الإستثمارات الزراعية بنحو 0.302 ، 0.328مليارجنيه لكل منهما على الترتيب،فى حين أنه بزيادة قيمة الدخل الزراعى مليارجنيه تؤدى إلى زيادة حجم الإستثمارات الزراعية بنحو 0.05مليار جنيه ،وبلغت المرونة الإجمالية لنموذج الإنحدار المرحلى نحو 1.53 مما يشير إلى أنه مازالت توجد فرص إستثمارية خاصة للإستثمارات الزراعية فى المقتصد المصرى. - وبدراسة أهم معايير الكفاءة للإستثمارات الزراعية تبين اتفاق معايير الكفاءة المستخدمة على عدم كفاءة الإستثمارات الزراعية العامة خلال الفترة (1996–2014) ويعزى ذلك إلى توجيه هذه الإستثمارات لمشروعات خدمية تحتاج إلى رؤوس أموال طائلة منخفضة العائد علاوة على إنخفاض قيمة إنتاجية وحدة الإستثمار الموجهة للقطاع العام ،بينما تشير معايير الكفاءة المستخدمة الى كفاءة الإستثمارات الموجهة القطاع الزراعى الخاص والإستثمارات الزراعية بصورة عامة خلال الفترة المذكورة وقد يرجع ذلك الى انخفاض قيمة الاستثمار اللازم لانتاج وحدة واحدة من الناتج الزراعى الخاص وإرتفاع قيمة انتاجية وحدة الإستثمار الزراعى له . - و بدراسة المؤشر العام لمعامل عدم الإستقرار تبين أن الإستثمارات الزراعية العامة كانت أكثر إستقرارا” من الإستثمارات الزراعية الخاصة والإجمالى خلال فترة الدراسة حيث تراح المتوسط الهندسى لها نحو 10.7% يليها إجمالى الإستثمارات الزراعية والخاصة بنحو 13.9% ، 18.7% على الترتيب ممايشير إلى الإستقرار والثبات النسبى للإستثمارات الزراعية بشقيها . - تبين وجود العديد من المعوقات للإستثمار الزراعي التى تقف فى سبيل تطوره و تتمثل فى المعوقات الإدارية والإجرائية ،المعوقات الاقتصادية من المناخ الإستثمارى وأهمها النظام الضريبى وسعر الصرف واستقرار السياسات الإقتصادية ،المعوقات السياسية ، المعوقات المتعلقة بترويج الإستثمارات الزراعية من عدم وضوح الفرص الإستثمارية الزراعية المتاحة بالدولة. ,The agricultural sector is one of the economical sectors in the national egyption economy which is considered one of the main instruments for the social and economical development to achieve aims by the increase in production in addition to production employement and the income this rsearch aims to recognizing the most important criteria of the agricultural investment in Egypt. The problem represents in decline of the amount of the investement which belong the agricultural sector and it declins in its percent of the national investment that leads to lackness in this important sector that it can,t play its role in achievimg the demanded agricultural development.The amount of investment reaches about 4,4% of the national investment in 2014 . With the studying of efficiency criteria for agricultural investments in Egypt that shows that there was an agreement between the used sufficiency criteria and the non efficiency public agricultural investment during (1996 – 2014) this due to guiding (direct) these investements to service projects that need huge capitals with low return moreover the decrease in the production value of the direct investment to the public sector. Also it is clear that the main obstacles that the main obstacles that stand in the way of the development in the Egyptian agricultural investment that represents in the producers and administration in the several organization that the investor must visits it to get the investment licence thst stop setting and carrying out the agricultural projects the economy obstacles is related with the investment climate the taxes system is the most important one and the stability of the economical policies the political obstacles are the reltionships among different ones and saving the gurantees of the agricultural investment and the different obstacles that are related to marketing the agricultural investment and there is no a clear image of the available agriculture investment opportunities in the state. Indicators The research calls for working on the increase in the agricultural investment with its two sides through over coming the obstacles from the routine with applying the one window system for the investors in the agricultural sector moreover there should be a clear map for all the regions to be able to know the available investment opportunities working on the stability and the clear of the investment policies from the administrational and marketing and supporting that lead to increase in investments especially in agricultural." @default.
