Kubicek 1995). Die entsprechende europäische Initiative konzentriert sich wesentlich stärker auf ökonomische Anwendungen. Wenn in der EU „City Information Highways” initiiert werden sollen, geht es weniger urn Systeme für die Alltagskommunikation als urn Netze zwischen Verwaltungen.2 Die amerikanischen Community Networks gelten dagegen bei Politikern als ‘lokale Auffahrten’ auf den Information Highway.
