- W2743162431 abstract "A key to the improvement of health status in less developed countries (ldcs) is the education and training of a range of health workers--both health professionals and nonformal health supporters--and the development of arrangements techniques and procedures to ensure their continued productive behavior. Yet little is known about which set of manpower policies might be most appropriate and efficient in addressing the health manpower problems faced by particular countries. Health policy is a statement of intent which seeks to guide sets of public and private inputs organized in particular ways through a process which leads to a desired set of outcomes or goals. Policymaking is often very complicated because of the need to consider many interdependencies and to mobilize the necessary resources at all levels. Different models have been formulated to describe and predict policymaking and planning processes. 1 such model -- the advocate or incremental model -- suggests that policies tend to emerge as products of conflict from the assertion of special interests resulting in various compromises. The primary advantage in viewing manpower policymaking in this light is that the involvement of special interests should ensure that they are motivated to accomplish the goals agreed upon. The main value of a 2nd model -- the rational or comprehensive approach to manpower policy -- is that it provides a stepwise approach to managing the limited resources available for manpower development. In the context of LDCs the lack of essential information from national or field level usually precludes reliance on this type of model but it may prove useful in giving guidance on what essential information is required to use this approach in subsequent iterations. Closely allied to these alternative models of decision making are issues of decentralization community participation and implementation. Health manpower policy cannot be established separately from health care policy. The basic steps of manpower policy should reflect interaction between all health programs in the establishment of both short range and longterm strategies. Sectors other than health often are responsible for improvements in health status. Thus health manpower policy should reflect these cross linkages. Health manpower policy should reflect the private sectors manpower demands and availability and the perceived market demand for health services. Supervision and infrastructure development are essential components of health manpower policy consideration as are motivational factors of health manpower personnel." @default.
