- W2743751411 abstract "The report looks into the status of polytechnics in the European education area taking shape within the Bologna process. Under the pressure of social changes, higher education has been differentiating for some time and the picture of European higher education has become fragmented. The current process towards more unified structures is a counter-reaction to differentiation. A unified European higher education area is seen as an asset in the global market and, as such, opens opportunities for national higher education systems. The objectives of the Bologna process and its timetable were specified at the Berlin ministers' conference in autumn 2003. By 2005 the states committed to the process will have to adopt not only a credible quality assessment system, but also the European Credit Transfer system, the Diploma Supplement and a two-cycle degree system of Bachelor's and Master's degrees. European states take the challenge of internationalisation seriously and have been removing obstacles to internationalisation and to the efficient operation of the European higher education area. This work is guided by the concrete objectives set for the Bologna process, and efforts are being made to capitalise on the higher education system as a whole both scientifically and professionally oriented education in competition for foreign experts and professionals. In Finland, too, we are aware of the opportunities inherent in the European higher education area, but in practice there are still obstacles to the participation of polytechnics. Adopting the Diploma Supplement will probably cause no problems, but adopting the ECTS system at such a short notice will be a major challenge for the polytechnics and will require urgent measures. The largest challenge is, however, the two-cycle degree system: the situation is still open with regard to polytechnics and an urgent solution to the state of affairs is needed. For Finnish higher education to be able to participate in the whole spectrum of the international higher education market, the two-cycle degree system must be extended to the polytechnic sector as well. This requires that the status of the polytechnic degree is clarified and that the postgraduate polytechnic degree is introduced on a permanent basis and clearly designated as a second cycle degree in the European context. In adopting the two-cycle system, polytechnics must not reduce the extent of their basic degree and thereby lower the standard, which is high in the European comparison. Postgraduate polytechnic degrees must be developed as degrees comparable to the European Master's in terms of both level and content. Attention must also be paid to the suitability of their programmes for foreign students. Ensuring necessary structural prerequisites does not automatically ensure that the aims set for internationalisation are attained in the higher education sector. Polytechnics must also make a concerted effort to enhance their visibility by networking actively and redoubling their effort to create internationally credible, competitive and attractive clusters of education and R&D. They must also sharpen and concretise their internationalisation strategies in order to facilitate the assimilation of foreign students into the school community and to smooth the progress of their studies. Education must continue to be free of charge in Finland both for Finns and foreign students. In addition to the funds allocated by the Ministry of Education to polytechnics' international activities, the polytechnics themselves must provide for the cost of internationalisation in their resource plans.
