Mostly these belief systems were based on the Judeao-Christian system of religion. Regardless of the base, generation after generation of children grew up inculcating the values and beliefs of their family and the society-at-large (Lortie, 1975). Because of that belief system there was an enduring conformity and expectation of behavior unparalleled in any of the countries of the Western Hemisphere. Now this belief system and its resultant security are gone. Some would argue that such disappearance is an improvement, others take the opposite view. The issue, however, lies not in who is right about progress, but about what the under-developed sense of values means to young people today. While there is little argument that some value system is essential for a stable society, such things as honesty and respect for others and others' property are almost indisputable among rational citizens of the United States today. It falls to the schools to address this need for a common belief system which is the core of Americais society. Service-learning is the new arena in which many schools have chosen/are choosing to address this need. Definition Since service-learning means different things to different people, no one definition will appeal to everyone. Stanton (1987) defines service-learning as experimental learning, service to others, an expression of values, and an exchange between students and the community. The National and Community Service Act of 1990 (Willits-Cairn & Kielsmeier, 1991) says service-learning is a method under which students learn and develop through active participation in organized service experiences to meet community needs. The Alliance for Service-Learning in Education Reform (1993) defines service-learning as a method by which active participation in organized service experiences helps young people learn and develop. However, for this article, service-learning shall be defined as ... both a program type and a philosophy of education. As a program type, service learning includes myriad ways that students can perform meaningful service to the communities and to society while engaging in some form of reflection or study that is related to the service. As a philosophy of education, service-learning reflects the belief that education must be linked to social responsibility and that the most effective learning is active and connected to experience in some meaningful way. (Giles, Honnet, & Migliore, 1991, p 7) Legal Issues What are the legalities involved in such endeavors? While this is an important question, concerned educators should not allow ignorance or fear of legal repercussions to influence their common sense and good judgment about what students need. Children need supervision either from the school, parents, or responsible adults who operate groups like 4H or the Boy and Girl Scouts. But beyond that courts rule in light of ireasonably prudent persons' (LaMorte, 1996). Being reasonably prudent allows educators to conduct similar activities, such as class excursions, athletic competitions, and academic tournaments. Making sure parents are informed and in agreement with service-learning activities are the most critical extra precautions needed to implement service-learning. In some states further support comes in the form of legislated mandates for service-learning. According to the USA Today (1997) the Supreme Court has ruled for the third time in four years that districts can require students to complete community service before graduation. Local school boards may set guidelines and provide protection by establishing policies which govern the service-learning projects. Often, it is the schools who establish some measure of security by setting policies and regulations for service-learning projects. However, the principal and teachers of the school do bear a sizable measure of responsibility for seeing that students are provided a safe place in which to conduct school related service-learning activities. …" @default.
