Regarded by its founders as a final solution to sectional conflict and racial tension, the ACS succeeded in transporting only about 11,000 African Americans to Africa between 1820 and the onset of the Civil War. Although the society fell far short of its ultimate goal, Marie Tyler-McGraw suggests that historians have been wrong in regarding the ACS as little more than a “sideshow in nineteenth-century American history” (p. 1). Focusing her study on Virginia, a hotbed of ACS activity, Tyler-McGraw acknowledges that the actual plan of black colonization failed in many respects. Still, debates about colonization raged not only in the South but throughout the country throughout the antebellum period. Tyler-McGraw is to be commended for her determination not to reduce the various actors involved in the ACS to a monolith. In following the development of the Virginia Colonization Society (VCS), the largest auxiliary of the ACS, Tyler-McGraw makes clear the differences between the local auxiliaries and the national offices in Washington, D.C. Moreover, Tyler-McGraw notes quite rightly that the very idea of black emigration was used variously as “a device for repression of free blacks, a cultural construction employed to explain Virginia and direct its domestic and national future, a religious imperative, a site for African American debate over racial identity and national allegiance, a strategy of black empowerment and a precursor to general emancipation” (p. 8).
