Progressivism's engagement with largely unsolvable problems produced a culture of self-examination. Reformers, muckrakers, and municipal leisure professionals monitored key institutions and scrutinized citizens' private lives. Griffith's social problem films are his most manifestly Progressive. Regimens of monitoring and oversight mark Griffith's tenement films, as he traces how departures from the Victorian ethos of privacy serve individuals and families, criminals and representatives of law and order.
