This article examines the issues that have contributed to the present situation, and concludes that there are a number of unique features of the Naval capabilities which would significantly enhance the overall robustness of a missile defense. The article also examines the influence of the restrictions of the Anti-Ballistic Missile (ABM) Treaty on systems which are designed to provide area defense, concluding that effective defense and Treaty compliance are incompatible. This is an issue that will have to be confronted by the U.S. Congress and the Administration, if monies allocated to TMD are to he spent wisely. Key Words: Missile defense, naval TBMD, ABM treaty, Allied TMD There are several reasons why Naval Theater Missile Defense (TMD) has been advocated as a means of providing missile defense for crisis areas around the world. The launch platform is part of a system that is routinely deployed widely, and can be transported rapidly to problem areas, without competing for limited air cargo space. A Naval system also avoids the problems of negotiating landing rights with nations that might be concerned about retribution from aggressors, and at the same time adds a robustness to the total defense. Despite these distinctly attractive projected capabilities, the development of Naval interceptors appears to lag behind some of the Army's ground-based systems. It is also noteworthy that no allied nations have yet shown any inclination to invest in equivalent programs. With the degree of threat proliferation now being observed, it seems important to assess the reasons why a Naval TMD system has not been more strongly supported. The objective of this article is to review the potential capabilities of Naval TMD, together with the likely timescales for its introduction into service, and its relevance for America and its allies. Because of budgetary constraints, it is clear that too many competing systems are currently in development in the American program for them all to be acquired in the same timeframe, or perhaps at all. Some hard decisions will have to be made shortly to allocate and enforce a priority among these competing programs. This article aims to examine the issues that will have to be considered in arriving at these decisions. The Specific Capabilities Of Naval TMD Traditionally the role of defending troops and military facilities from air attacks with ground-based defensive systems has been undertaken by the U.S. Army. By extension of this traditional role, development of ballistic missile defenses has been an Army program for almost 40 years, and has led to the acquisition of Pac 3, which will be the first genuine anti-ballistic missile system to enter U.S. service. With this long Army background, there has to be some special reasons for the Navy to take a major role in a TMD program that has been dominated for so long by another Service. These particular characteristics are examined here, without regard initially to the status of development of the systems. That equally important aspect is not overlooked, and will be examined in a later section of this article. The principal objectives of acquiring a TMD are to deter a potential enemy from acquiring and/or using missiles against us, and providing an active defense should deterrence and diplomatic means fail to avoid a conflict. To meet these objectives, a defensive system has to possess several characteristics, amongst the most important of which are: 1. The defense should be effective, and have demonstrated that effectiveness in well publicized trials. 2.
