- W279460392 abstract "Private health insurance has a prominent role in Australia despite the presence of Medicare, the publicly-funded health care system. By using consumer demand as a theoretical framework, the purpose of this essay is to find what leads almost half of the Australian population to purchase private health insurance. The demand for membership can be analysed from two main stand points: demographic factors and government policies. From a consumer's perspective , characteristics of an individual such as income, age, gender, place of residence and other factors all have an effect on the uptake of private health insurance. Contrary to previous findings, recent literature also suggests the presence of advantageous selection in the Australian private health insurance system. Due to excess demand on the public health sector manifested through long waiting times and queues, the government continues to promote private health insurance coverage and consumers are encouraged to use facilities in the private sector. Since 1997 the three most important policies introduced by the government as p art of a 'carrot and stick' approach were Medicare Surcharge Levy, the 30% rebate and Lifetime Health Cover. However, questions on the effectiveness of these policies have been raised because government efforts seem to have increased concerns of equity and efficiency in the health sector. Although coverage increased to a certain extent after the launch of the last reform, as forecasted, the proportion of people purchasing private health insurance has been declining since 2000. Further areas of research and suggestions to this topic are recommended in the conclusion." @default.
