Perhaps even more shocking than the mere incidence of violence is the fact that women who are in violent relationships seem to have such a difficult time leaving their battering partners. Professionals who work with battered women know the important role of financial resources to facilitate just such a departure. Battered Women, Children, and Welfare Reform attempts to shed light on the relationship between welfare policy and the safety of women and children living with or trying to escape family violence. The first chapter provides a cursory description of federal welfare policies in the United States. Two primary pieces of legislation carry the focus of the chapter as well as set the stage for discussions in proceeding chapters. Throughout the text, the authors refer to the Violence Against Women Act of 1994 and the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. Brandwein suggests that these acts are often aimed at helping the same group of people but that they do not seem to support one another when it comes to battered women. For example, battered women who try to escape violent relationships are often in need of assistance, but these women encounter barriers to securing the assistance necessary to permanently escape an abusive situation due to time restrictions, maximum benefit limitations, and paternity stipulations outlined in the policies. Brandwein discusses several situations that may negatively impact a woman's ability to access government support when trying to escape a violent family situation. I use the conditional form because many of Brandwein's arguments are speculative. Several key arguments, outlined in the first chapter, highlight the inextricable connection between the receipt of welfare, welfare dependence, and family violence. However, these are largely supported by references to growing or mounting evidence. or to researchers who are beginning to document a relationship between welfare policy and women's victimization, instead of reporting and relying on well-documented research. Speculation of this nature is. nevertheless, important and should serve as a call to further investigate the specific relationships between family violence and welfare policies. However, the reader should clearly understand that empirical evidence to support these claims is either non-existent, minimal, or pending.
