Cooke and Piccaluga use 'knowledge laboratory over the more common 'learning region' as they regard it as a term which implies an ongoing search for new knowledge more clearly. The concepts of a knowledge ecnomy and learning region emerged in the 1980s and 1990s to describe changes in Western economics, with a move away from the capital and labour-intensive economy of the past. Discussions regarding this shift towards a knowledge economy have focused on the importance of high technology to Western growth and on the idea that delivering innovation-based regeneration is most successfully accomplished via a regional framework: 'investing in knowledge... as the current preferred recipe for economic development has become a widespread belief at regional level' (p. 232). Cooke and Piccaluga present twelve chapters (excluding the introduction and conclusion which they contribute) from international commentators on the regional economy, tackling a variety of issues. The role of higher education institutions in the knowledge economy is discussed by Sotarauta and Kosonen in their chapter on an innovative approach to the regeneration of South Ostrobothnian, Finland, and by Tavoletti in his chapter on high intellectual unemployment in Italy. Kitagawa also addresses higher education, looking at the role of universities within national industry-science relationships in the UK, and Japan, Knowledge Intensive business Services in Norway is discussed by Aslesen, while the topic of dusters is discussed by Lorenzen and Maskell, and with reference to Germany by Wolter. Inter-firm learning is examined by Rutten and Boekema, who conclude that firms think in term of networks rather than in terms of the spatial region. Frenken and van Oort's chapter on the geography of research collaboration is likewise concerned with the influence of space on learning, referring to biotechnology in Europe and the USA. Poma and Sacchetti discuss the concept of a knowledge life cycle: that knowledge can evolve or, if it is not nurtured and renewed, decay. White and Grimes refer to the case study of Ireland in the 1990s, when the country experienced rapid growth and approached full employment. Etxebarria and Gomez Uranga likewise use an interesting case study, referring to the Mondragon Cooperative Corporation in the Basque Country in their discussion on the influence of local values such as trust and solidarity. …" @default.
