The European Water Framework Directive (WFD) seeks to improve or protect the ecological status of water bodies by addressing in an integrated way the multiple pressures causing different stressors to water systems. This entails establishing a clear link between the status of water bodies and the driving pressures as a sound basis for the design of measures. The classification of a water body's ecological status is presented as a multicriteria judgment, where the criteria are represented by a water body's morphological conditions, flow regime, and water quality. The multicriteria judgment aims at defining the ecological status starting from criteria indicators by using integration modeling techniques. The available methods (including quantitative models and qualiquantitative indicators) are reviewed both for indicators of single stressors at the regional scale and for the representation of their interactions through integration modeling. The available tools allow, in principle, to predict the changes in a water body's status based on the changes in the pressures that may be achieved through different measures. The scientific analysis of the relations between pressures and status is essential to support decisions regarding the management measures to be taken. However, it is advocated that scientific assessments should be used in an appropriate planning and governance framework. Multifunctional measures combining ecosystem protection with substantial collective benefits must be based on a blend of rigorous scientific analysis of the available evidence and the appropriate harnessing of all possible forms of wisdom in a reflective practice of design based on broad participation of the communities in a river basin." @default.
