- W2890994507 abstract "The charge by the use of water is an instrument of the water resources management provided for in Federal Law n° 9.433/97, being its implementation indispensable for the financing of actions provided in the hydrographic basins’ Water Resources Plan. This instrument is not a tax or rate, but a remuneration by the use of water, which configure itself as a public domain good. In the Paraiba do Sul river’s basin, pioneer in the billing by the use of Union domain’s water in the national scenario, the application of charging resources is given through deliberated investments by the Committees and operationalized through the Delegatory Entity, in the case of Federal and State of Rio de Janeiro and Minas Gerais’ resources. In the period of 2014 to 2017, the delegatory entity realized an application of approximately R$ 48 million of funds raised through the charging by the use of Union domain’s water, mainly in sanitation actions. In relation to the resources of state origin, the application was in order of R$ 12 million, also in sanitation actions. The lack of performance indicators for the investments is motive of fragility in the system. However, the application of resources in the Paraiba do Sul river basin’s area by a single delegatory entity makes the management of water resources more integrated and efficient in relation to the recovery efforts of the basin environmental quality." @default.
