- W28927851 abstract "I develop a model of strategic communication between informed candidates and uninformed voters in which candidates have two ways of communicating their intentions to voters. They can either make certain promises about their policies, or they can behave in a way that is consistent with a given policy-generating ideology or set of values. A candidate who lies about her intended policies experiences a cost only if elected, while a candidate who is dishonest about his ideology bears a cost regardless of the outcome of the election. At equilibrium, the more extreme types of candidates run by signaling their values, while the centrists run by promising to implement certain policies. Values that are more difficult to signal improve the payoff to all candidates in a party, but gives that party no electoral advantage in fully separating equilibria. In hybrid equilibria, the stronger- values party also has an advantage at the polls. Allowing the candidates to run by signaling their ideology is a Pareto improvement for society over policies-only elections in fully separating equilibria, but this is not necessarily true in hybrid equilibria. In that case, the centrist candidates and the median voter may be made worse off while the more extreme candidates are necessarily better off than in policies-only elections." @default.
