- W289371328 abstract "Education needs of western Nebraska are complicated by broad geographic areas and a population thinly scattered across the region. Some population concentration exists around Chadron, Alliance and communities sprinkled along the North Platte River. Alliance is 60 miles distant and Scottsbluff is 100 miles south of Chadron; any other large community is much further away. Chadron State College has a history of supporting education at all levels in this region. The college has commitments to offer some undergraduate business and education degrees, or at least significant segments of them, in Scottsbluff. It also offers many graduate courses at Scottsbluff. As a result, there are usually one or two college cars with instructors traveling to Scottsbluff, Monday through Thursday nights and on weekends, providing credit classes, workshops and other professional services. Instructors and adjunct faculty supply some of these services to other area communities as well. For a normal evening class in Scottsbluff, for example, an instructor spends four hours on the road to teach three hours - that's 60 hours of driving for a three-credit class. This wastes valuable professional time, plus there is a certain amount of risk associated with those hours on the road. Instructors often return to Chadron about midnight, and some have even been involved in car accidents resulting from the long, late trips. Thus, given both the geography and demographics, maturing distance learning technologies became attractive alternatives to physical travel and as a way to alleviate some of the curriculum-continuity problems associated with adjunct staffing. What has emerged over the past five years is a plan to effectively use the developing to link instructors with students. Such are roughly analogous to the physical highway system. * Interstate Highways Compared to Satellite Systems The first portion of the analogy compares the interstate highway system to communications satellites. There are relatively few satellites, thus providing a limited number of information routes. Access to the interstate system is restricted and use is highly regulated; the same holds true for satellite access. Interstate highways are expensive to build and maintain, requiring a toll system in some areas. Satellites tend to have the same characteristics. Further, to be economically feasible, interstates must handle vast amounts of traffic transporting commonly used items. Communication satellites have similar requirements: they deliver information needed by large groups of people and are used 24 hours a day when feasible. (Instructional use is usually one-way, full-motion video delivery to the region with a two-way-audio land line for interaction.) Travel on the interstate system often includes filling suitcases and the special packing of materials transported on the system; instruction by satellite likewise requires a large amount of costly production support. * Applying the Analogy In 1990, the Nebraska Educational Telecommunications Commission requested and received funding from the state legislature to access a broadband satellite for the support of education in Nebraska. This satellite system, NebSat, presently supports one full-motion channel carried by the public television towers scattered about the state. A second full-motion channel supports CorpNet, a series of courses and training segments relating to business applications, and programming from the University of Nebraska's Extension Service. In addition, there are 12 narrow-band, compressed video channels available for combinations of one- and two-way programming. The legislature funded placement of satellite dishes, with accompanying classrooms and control facilities, at nine sites across Nebraska - Omaha, Lincoln, North Platte, Grand Island, Broken Bow, Norfolk, Scottsbluff, Hastings and Chadron - to receive the full-motion broadcasts and to serve as both an uplink and downlink for the compressed video channels. …" @default.
