A transition to a two-sublattice antiferromagnetic structure with large uniaxial anisotropy occurs below 17.5ifmmode^circelsetextdegreefi{}K. The measured paramagnetic susceptibilities yield ${g}_{mathrm{II}}=7.3$, ${g}_{ensuremath{perp}}=2.9$, and temperature-independent contributions $N{ensuremath{alpha}}_{mathrm{II}}=0.0033$, $N{ensuremath{alpha}}_{ensuremath{perp}}=0.0129$ emu/mole. The Curie-Weiss constant is very small, $ensuremath{theta}=1ifmmodepmelsetextpmfi{}1ifmmode^circelsetextdegreefi{}$K, giving evidence for ferromagnetic and anti-ferromagnetic exchange energies of equal magnitude. The zero-field proton NMR consists of a single spin-spin doublet with center frequency ${ensuremath{nu}}_{0}(^{1}mathrm{H})=17.944ifmmodepmelsetextpmfi{}0.003$ Mc/sec at $Tensuremath{le}4ifmmode^circelsetextdegreefi{}$K. From rotation studies of the proton NMR in weak external magnetic fields an ordered magnetic structure ($frac{{P}_{C}2}{m}$) is inferred in which ferromagnetic -Co${mathrm{Cl}}_{2}$- chains, parallel to the $c$ axis, are coupled antiferromagnetically to adjacent chains.
