- W289641134 abstract "This paper reports a case study where the geographical information system (GIS) TransCAD was used to analyse the spatial configuration of the urban area of Palermo, Italy, and to assess the results of several wrong urban development policies previously adopted. Socio-economic data were first disaggregated spatially from a district level to a city block level. Then a 'person category' approach was adopted to calculate the numbers of trips generated from the individual blocks. TransCAD includes a heuristic procedure, which can generate 'good' but not necessarily optimal zoning system designs. This procedure was used to conduct a series of clustering and regional partitioning experiments, to maximise zonal compactness, subject to an adjacency constraint and balanced zone sizes. As no feasible solutions were found, this case study showed that it was impossible to design a zoning system that satisfies some of the fundamental requirements of trip generation and attraction modelling. It is not possible to satisfy simultaneously all the following criteria: (1) maximum intrazonal homogeneity; (2) maximum zone compactness; (3) grouping only adjacent blocks; (4) generating only contiguous zones; (5) avoiding formation of islands; and (6) obtaining internally balanced zoning systems." @default.
