• W2897089434 abstract "Electrification rates in a number of low income anddeveloping countries have faced steady improvements in the last fewdecades, with impressive technological advancements in both thegrid and off-grid sectors. There are nonetheless vast swaths of theplanet - largely concentrated in India and sub-Saharan Africa -that continue to face troublesome gaps, along both extensive andintensive margins, in progress toward the goal of universalelectricity access by 2030. In spite of widespread technicaldevelopments, growth of digital platforms for stakeholderengagement, and improvements in technocratic optimization tools forplanning, stubborn challenges remain in the distribution sector ofLIDCs, placing persistent constraints on equitable growth, privateinvestment, and development for the 1.6 billion rural citizensliving in the dark during an era of rapid urbanization. Attachingparticular focus to India, which houses 300 million of the globalenergy poor, this thesis will argue that inadequate attention toconsumer attitudes, behavior, and decision-making patternsperpetuates gridlocks in surpassing the final frontiers of globalelectrification. This overarching argument will be developed over aseries of standalone, yet intellectually connected essays thatderive from a mixture of applied political economy methods: first,an in-depth context analysis of electricity distribution in Indiawill be introduced. The second essay extends beyond the Indiancontext and is largely organized as a state-of-knowledge paper thatexamines the complex relationship between ability-to-pay,willingness-to-pay, and welfare, and the ways in which nuancedsocioeconomic, behavioral, and technical dynamics endogenouslyinteract with these variables. In doing so, several hypotheses andcase study analyses will be presented and deficiencies in thisnascent literature which merit more academic engagement will behighlighted. The ultimate paper will conclude by offering differentsets of consumer engagement and behavioral design recommendationsthat can advance an integrative approach to grid and off-gridbusiness model planning. In holistically examining the complexnexus between electricity access and the consumer psyche, thisthesis aims to provide deeper insights into the lives of the energypoor and advance a human-centered design approach toelectrification planning in developing contexts." @default.
