One is sea stories, especially the long series of historical novels by the late Patrick O'Brian. The books revolve around the Napoleonic-era adventures of Captain Lucky Jack Aubrey, quintessential man of action, and his close friend, Dr. Stephen Maturin, ship's surgeon, eminent naturalist, and cunning spy, who is the classical man of mind. Dugan read the 21-book series cover to cover, and says he drove his wife, daughter, and son crazy with all his chat about these maritime novels. Yet Dugan's interest was apt, because his own new job calls at times for both decisive action and deep reflection. Since taking office on Aug. 4 of this year, Dugan has been giving a series of speeches underscoring his major concerns, but he has also made it clear that he will when and where appropriate, to safeguard the national banking system. Dugan recognizes, for example, that the industry is at the top of the credit cycle, and that risks are lurking that both banks and their regulators must stay on top of. We will be watching--and watching closely--and we will not hesitate to act, he said in an early speech to bankers. A patient instructor The new Comptroller's other chief reading pleasure is also significant: American history, especially that of the revolutionary period. He admits to being a fan of Alexander Hamilton, who had much to do with the early history and development of American banking, in addition to being the first Secretary of the Treasury, the government department that the Comptroller's Office is part of. He's someone that I've liked for a long time, Dugan says. More recent financial history and politics are other frequent reading topics for Dugan, and he is something of a student of both. During his interview with ABA Banking Journal, he was asked about a remark attributed years ago to a regulator explaining the need for agencies to apply caution to exuberant lenders, to the effect of: Regulators are the guys who take away the punch bowl just as the party starts getting good. Dugan couldn't resist the urge to identify the quote's source--misidentified by the questioner. Actually, I'm pretty sure it was William McChesney Martin, Jr., the former chairman of the Federal Reserve Board [1951-1970], says Dugan. What he was talking about was the role of monetary policy and the impact of jacking up interest rates. [Dugan was right about the source of the quote. Interestingly, Richard Nixon once compared Martin favorably to Dugan's historical interest, Alexander Hamilton, so the matter comes full circle.] The episode illustrates a quality of Dugan's that is privately spoken of: he has something of the patient instructor about him. An old Washington hand who has worked with him over the years believes this will serve the Comptroller's Office and the banking industry well on Capitol Hill. Dugan, the lobbyist said, has a way of showing people things without making them feel like dunderheads. This can help when making banking issues clear in both hearings and private consultations. Dugan is also considered to be more than a policy wonk, to be someone who understands the intricate nuances of an issue but also the pragmatic side of things. Personal history as a spur John Dugan comes to the OCC job with credentials as substantial as predecessor Jerry Hawke. He is a repository of a great deal of modern banking history that he not only lived through, but had a hand in shaping. From 1985-1989, Dugan served as minority counsel, and then minority general counsel, to the Senate Banking Committee's Republicans.
