INTRODUCTION Institutions of higher are as important to economic development as are modern telecommunications and transportation systems, independent courts, and reliable power grids. Universities--part of a region's infrastructure--have great economic and commercial significance. When countries such as those in the Americas link their economic futures together as a group, the success of their venture will depend in part on their common base of knowledge, their ability to anticipate and adapt to rapid changes in technology and trends, and their nurturing of leaders with a outlook. These activities usually are the province of higher education. The countries of the Americas are increasingly linking their economies. Unfortunately, these deepening economic links are not paralleled by formation of a university. Most existing regional programs and cooperative efforts in reality maintain a national outlook and frame of reference. This failure to match academic with political and economic developments means that institutions of higher in the region have not kept abreast of trends in commerce and society. The Coca-Cola Company has turned its attention to global markets while higher retains a fundamentally national outlook. Nationally-oriented universities are not preparing future employees, managers, scientists, or entrepreneurs to function to the best of their abilities within the region or to fully understand issues. This paper will argue that this approach to is shortsighted. The economic elimination of national borders should be accompanied by development of borderless institutions of learning and research. A University of the Americas must be a long-term goal stated in the planned hemispheric free trade agreement. The creation of specialized institutes and graduate programs, including an Institute of Law of the Americas, should be an interim goal. A. The Case for Linking Higher Education and Regional Economic Integration and the Free Trade Area of the Americas The Free Trade Area of the Americas, planned to govern trade and investment relations among thirty-four nations by the year 2005,(1) must create a competitive institutional and human infrastructure. A basic goal of the free trade area is advancing the prosperity, democratic values and institutions(2) of the hemisphere, which will require a common, strong educational infrastructure and a framework for amassing information, examining issues, and training leaders. But the participating nations' only reference to concerns social justice, in the pursuit of which they will work individually and collectively to improve access to quality education for all.(3) This gap in the higher infrastructure of the Americas should be filled. The principal justifications for linking higher and economic integration are the need for a formal, reliable base of knowledge and expertise about the region; economies of scale; and the need to keep pace with commercial realities. 1. Knowledge and Expertise Reciprocal knowledge of the languages, cultures, and legal systems in the different nations of the Americas is essential.(4) Intelligent economic integration requires a supporting base of knowledge and expertise derived from the synergy of the combined information, ideas, minds, and efforts. That base cannot be derived from the knowledge or expertise of one nation but must be developed jointly. The combination--the synergy--would be a formidable strength. The institution that embodies the required knowledge and expertise would strengthen the infrastructure. Its graduates would also strengthen the human infrastructure through their knowledge about the region and, more practically, through their contribution to competitiveness. …" @default.
