• W2897634513 abstract "인터넷과 통신기술의 발달은 민간 수준에서의 행위자간 접촉과 교류를 증대시켰으며 이는 급기야 공적인 수준에서의 교류 필요성을 제기하였다. 그것은 공공외교이다. 이는 실제로 전 세계적인 화두가 되고 있으며 결국 각 국가들은 이에 대한 관련 정책을 보다 구체화하고 실행에 옮기고 있다. “타국의 외교정책의 입안 및 실행과정에 해당 외국 국민이 관여하도록 영향을 미치는 일” 또는 “외국 대중과의 접촉을 통한 국제 환경을 다루려는 국제행위자의 시도” 등으로 정의되고 있는 공공외교는 실제로 전통외교와 더불어 외교의 중요한 영역을 차지하고 있다. 더욱이 공공외교의 개념에 입각하여 민간 수준의 행위자의 역할이 부각되고 있으며 이는 결국 당해 행위자들의 위상 강화로 연결되고 있는 것이 사실이다. 하지만 공공외교 역시 전통적인 영역에서의 외교와 더불어 외교의 한 영역으로서 위상을 가진다는 점에서 관련 활동을 민간 영역 내 행위자에게 맡길 수는 없다. 공공외교법 역시 국가를 중심으로 다른 기관, 특히 지방자치단체와 민간부문과의 협력을 규정하고 있는 데 이 역시 당해 사항에 대한 고민으로 말미암은 것으로 보인다. 결국 중요한 문제는 공공외교 분야에 있어 지방자치단체와 민간부문의 위상을 어느 수준으로 설정할 것인자가 중요하게 부각된다. 하지만 이는 헌법 및 법률적합성의 문제라기보다는 적정성의 문제라는 점에서 영국의 경험을 참고하여 우리의 개선방안에 대한 논의를 심화하였다. 이를 위하여 공공외교법을 개정하여야할 것인데 특히 기관 권한 중심의 구체적인 규정을 두어야 할 것이다. 그렇다면 결국 공공외교와 관련해서는 지방자치단체의 역할 및 권한 강화의 필요성을 간파할 수 있음은 물론이다. 이는 종국적으로 법률을 통하여 실현될 수 있다는 점에서 국회의 적극적인 역할에 기대를 걸 수밖에 없다.Because of the development of internet and communication technology, contact and interconnection among actors in private sectors would increase and finally the necessity of interaction between private actors in the level of public sectors has been raised. That was the public diplomacy. The public diplomacy becomes the world-wide hot potato and a great deal of states have interests in the area of this public diplomacy and put this public diplomacy into practice concerning the public diplomacy. The public diplomacy which is defined as “what influence people in other states in order to involve other people in the filed of the introduction of foreign policy and practice” or “an international actor’s attempt to manage the international environment through engagement with a foreign public” takes possession of a part of the important diplomatic areas actually with the traditional diplomacy. Furthermore, based on the concept of public diplomacy, it is true that the role of actors in the level of private sector, and this leads to the fact that this status of actors is being enhanced. However, it is impossible to entrust whole power and capacity to the actors in the private sector, in that public diplomacy is to be discussed also in the level of traditional diplomacy. And Public Diplomacy Act is stipulated that the state has the leading role and has to cooperate with the local government and other actors in private sector, we should be concerned about the issues. In the long run, the important thing is that how we can decide the level of status of local government and private actors in the level of public diplomacy. However this is the matter of optimality rather that constitutionality or legality, so we should discuss the related issues focusing the matters. For that, it is necessary to revise the Public Diplomacy Act in the provision concerned with the institutional capacity, especially the role and power of local government. Of course, this is to be realized through the legislative actions we are obliged to expect the active role of legislative institution." @default.
