In this study, required amounts of water (ETC) of plain rice in Mazandaran province by categorizing for early and delayed varieties were calculated based on the values of potential evapotranspiration (ETO) and plant growth coefficients (KC) in 10 stations in of Mazandaran’s plains. Results of this study showed that Water requirement and net irrigation requirement in the east of the Mazandaran plain is more than its west, while the effective precipitation is higher in the west of the plain. Also, in this study in order to prioritize and evaluate criteria and data layers in relation to each other and determinate their weight, multi-criteria method (AHP, TOPSIS and VIKOR) were used. By weighting of the criteria and the provided layers According to the desired criteria and models, GIS spatial analysis of environment and overlapping layers was occurred the final maps were prepared to measure the capability of land for rice cultivation. Results showed that need for purified water and irrigation requirements in the East plains of Mazandaran is more from the west, while the amount of rainfall in west plains is more effective. Based on the 1- AHP method, 7% of the province's area has a very suitable capacity for rice cultivation, 64% of it has proper capability and abilities, 16% of it has medium capability and abilities, and 13% of it has lacking talent for rice cultivation. But according to2- TOPSIS and VIKOR method, the province’s area has divided into four levels: first level: 3.15% of the province’s areas has significant potential for the cultivation of rice. Second level: 28.8% of the province’s area was suitable for rice cultivation. Third level: 48.2% of the province’s area has very little ability to cultivate. The fourth level: that includes 8.2% of the province's area, does not have the necessary talent for rice cultivation.
