- W290187051 abstract "The cities alliance was created in 1999 as a global coalition of cities and their development partners committed to scaling up successful approaches to urban poverty reduction. By promoting the positive effects of urbanization, the alliance supports learning between cities, as well as between cities and governments, international development agencies and financial institutions. The cities alliance mainly focuses on providing technical assistance for projects to upgrade slums. In this respect, the alliance approved in 2001, the project known as Technical and Social Support Project (PATS) with the support of the Italian government and the World Bank. Chapter one aims to give a general idea of the social and geographical situation of the area where the project is being taken forward. It also seeks to draw attention to pre-PATS development initiatives in Alagados where thousands of people living in virtually total poverty and highly insalubrious conditions, occupied stilt shacks perched over stretches of fetid water. Chapter two outlines the general objectives of the PATS project and its modus operandi. It also contains an explanation of how the various working partnerships have progressed over the past few years. Chapter three summarizes the direct results of the project. It refers to the main achievements of the physical and social interventions and to the encouragement of a genuine participatory process in the formulation of an overarching vision. The chapter then deals with the environmental question, the introduction of a monitoring and evaluation system, and the project's success in scaling up the scope of the intervention. Chapter four presents the challenges and lessons learned in the spheres of community participation, shared management, and the building of an international partnership. Finally, this chapter addresses what is probably the most crucial of all the challenges: the contribution of the project intervention to local economic development by helping to generate employment and income for the people living in the very poorest areas." @default.
