Particularly, the central problem in the United > States today has been the failure of public education; this indictment is made by Charles Reich in The Greening of America, During the last five years major federally sponsored reports have examined the failure of significant segments of American education to educate effectively children of the slums and poor rural areas. The Coleman Report and U. S. Riot Commission Report both testify that education is a backward industry, not spending enough on research, evaluation is lacking, standards of performance are inadequate, and innovation to improve the educational establishment is minimal. Quality control and performance have become a national expectation hastened by public spirited patriots like Ralph Nadar who has publicized the shortcomings of businesses, governmental units, and other institutions which do not measure up to high quality goals and standards. Many feel that American education is facing a crisis. This crisis revolves about the area of accountability. Accountability of the educational system is simply the realization that the school is responsible for the learning success of its product. The assumption is that the American educational system is to be held accountable for how effectively it is educating all youth in the basic skills and towards success in vocational goals. A crisis will arise when the quality desired is not achieved in practice. Presently, the ghetto schools and poor rural areas of the South, and northern appalachian regions are largely failing to achieve either goal. Students are graduating without salable occupational and vocational skills, and particularly blacks and other minority groups in the slum schools leave the secondary school reading at a ninth grade level.
