- W291167066 abstract "It has been suggested that political scientists tend to analyze foreign policy of a given country as a rational and pragmatic process, reflecting geopolitical realities and clearly defined national interests. Consequently, the most irrational concept of and national identity as a vital element of foreign policy formation is generally shunned by modern scholars. (1) To fill void Ilya Prizel has recently examined national identity and foreign policy in Poland, Russia and Ukraine. This article will similarly deal with influence of on foreign policy but will be limited to examination of Hungarian-Ukrainian Basic Treaty of 1991. The topic is significant because was first major treaty post-communist Hungary concluded with a neighboring state. Because Ukraine is biggest, most populous and strongest of Hungary's neighbors, establishment of friendly relations was of great importance for Hungarian minorities in Ukraine and external security of Hungarian state. The subject will be approached from viewpoint of historical discipline with special attention to background and origins of contemporary and foreign policy initiatives. In defining for purpose of this paper, an interdisciplinary composite of ideas, advanced by historians, sociologists and political scientists, seems most helpful. Nationalism will be considered primarily a state of mind, a sentiment that unites a group of people with a common history, cultural traditions, institutions and language. (2) It is also perceived as an ideological movement for attainment and maintenance of self-government and independence on behalf of group ... which is particularly important for nations under foreign domination. (3) In addition, will be considered a political principle, a theory of legitimacy, which requires that ethnic boundaries should not cut across political boundaries. As a sentiment, is often the feeling of anger aroused by violation of principle or feeling of satisfaction aroused by fulfillment. (4) Interpretations and opinions concerning vary a great deal among scholars and in media depending upon vantage point of interpreter and period being considered. Among 20th century scholars, Elie Kedourie held perhaps most negative views on consequences of nationalism. He pointed out that the attempts to refashion so much of world on national lines has not led to greater peace and stability. On contrary, has created new conflicts, exacerbated tensions, and brought catastrophe to numberless people innocent of all politics. In fact, he accepts verdict of Lord Acton, rendered in middle of 19th century, claiming that nationality does not aim either at liberty or prosperity and its course will be marked with material as well as moral ruin. (5) In recent decades, for most part, print and electronic media also viewed negatively. It is frequently characterized as a phenomenon which has been outgrown by advanced Western nations and is a feature of Third World or former communist countries. This view seems justified to a great extent in an age of ethnic cleansing and widespread terrorism. We need to remember, however, that depending on historical circumstances, can also be liberal, progressive and democratic. (6) In captive nations can keep alive spirit of resistance to foreign oppression and can prepare them for liberation and reconstruction. As British sociologist Anthony Smith put it, in regard to core doctrine nationalism appears as a not unreasonable application of Enlightenment principles to complexities of modern politics and societies and it constitutes a necessary condition for search for realistic conditions of liberty and equality, not to mention democracy in an already divided world. …" @default.
