- W2912347670 abstract "Popular trade policy literature utilizes an adapted Stigler-Peltzman model of regulation in order to predict the application of protectionist policies across an open economy (Hillman, 1982; Becker, 1983; Grossman and Helpman, 1994). These works provide the theoretical underpinnings for further empirical studies yet rarely offer empirical analysis to test their hypotheses. Furthermore, most empirical efforts focus on the dynamic between producer and regulator (legislator) while saying little about the role of the consumer in this traditional three party game of trade politics: Regulator, Producer, and Consumer. More recently, Rogowski and Kayser (2002), and Rogowski Chang and Kayser (2008) brought forth a model to explain the role of political institutions in a government regulator's decision making process. Their claim - that Single Member District (SMD) systems systematically favor consumers over producers - is supported by the Taagepera-Shugart vote-elasticity model (Taagepera and Shugart; 1989) of electoral support which leads to a pro-consumer bias in SMD systems and pro-producer (consumer unfriendly) policies in Proportional Representation (PR) systems. These authors use a modified measure of purchasing power parity as the determinant of pro-consumer bias - the lower the prices the higher the bias. This is one of the better known and methodologically rigorous attempts to identify the institutional determinants of trade policy, yet the reviews of its conclusions are mixed." @default.
