English Abstract: This paper explains the judicial behavior of the Israeli Supreme Court as a long-term strategic actor. In cases in which the court rules against the government, the government will comply only when the cost of compliance is lower than the damage caused to the government's reputation in case of noncompliance. The court's reputation is a measure of how much the Israeli public expects the government to comply with future judgments of the court. A high reputation implies that the public expects the government to comply with more future judgments. The higher the court's reputation, the more reputation the government would lose if it fails to comply. This is why the court strives to increase its reputation over time and thus to guarantee compliance with its future judgments and fulfillment of its policy preferences. The reputation of the court improves every time the government complies with one of its judgments. The more demanding the judgment and the more judicial discretion is revealed by its reasoning, the higher the reputation of the court that is required to secure compliance. As a result, if the government complies with a judgment that is especially demanding or reveals a lot of judicial discretion, the benefit to the court's reputation is particularly high. Until the 1990s the court received compliance with many of its judgments, which improved its reputation significantly. Because its reputation improved, the court turned to methods of reasoning that expose more judicial discretion, expecting that the government will comply even with such judgments. Nevertheless, the court used reasoning that exposes judicial discretion especially in less demanding judgments, where the chances of noncompliance are comparatively lower. At the beginning of the new millennium, the government started to act to restrain the court by noncompliance with its judgments and by criticizing it. These techniques damaged the court's reputation. In addition, the public support for the court significantly reduced in the first decade of the new millennium, making it easier for the government to resist the court. The court tried to adjust to the new condition by adopting novel judicial tactics." @default.
